When get to Minos they are frist judged for what they did and then they are judged on which level they are asigned to go to. But in order to do that Minos must wrap the lost souls with his snake like thing and judges them by their level of sin and sends them there to a level that suits them. After all he is king Minos and he does tell people what to do right.
I chose this picture and writing because I love the fact someone in hell controls where souls go to. And the fact that he keeps thing in order. He does this by wraping a wip around to see which level of hell.
